Craig Allen

Craig Allen

Assistant Ombudsman
Office of the Queensland Ombudsman


Craig Allen is an Assistant Queensland Ombudsman within the Queensland Ombudsman's Office.  He leads a team of investigators who investigate complaints by the public, or other investigations initiated by the Ombudsman.  His team deals with complex matters primarily involving local government and agencies such as the Department of Natural Resources and Water, Environmental Protection Agency, Main Roads Department, and Department of Transport.  A number of investigations managed by Craig have resulted in reports by the Ombudsman to Parliament dealing with maladministration.

Aside from leading and conducting investigations, Craig has been involved in delivering training to public sector officers in Good Decision Making. Examples from his investigative experiences help to illustrate good decision making principles.

Prior to commencing with the Queensland Ombudsman's Office as a Senior Investigator in 1999, Craig held a number of positions in the Department of Local Government and Planning, dealing with a wide range of matters relating to local government, including finance, policy and legislation, local laws and statutory approvals.

Craig holds a Bachelor of Business (Public Administration) from the Queensland University of Technology.

Sandy Del Papa is a Director of DCA responsible for managing DCA’s Civic Compliance Division. During his 19 years in technology, Sandy has been responsible for designing and developing innovative business critical systems both locally and internationally. During his tenure at DCA, Sandy established DCA’s Parking technology division and has overseen its enviable growth to boast 7 Capital Cities and 80 other cities in Australia, New Zealand and more recently in the USA.

Manager Civic Safety & Amenity, Moreland City Council                         

 

Luke is the Manager of the Civic Safety and Amenity Branch at Moreland City Council, and is responsible for most of Council’s regulatory functions including Environmental Health, Parking Enforcement, Local Law Enforcement and Animal Management. 

 

Prior to his appointment at Moreland, Luke was the Manager, Local Laws at the City of Boroondara, and before that worked in a range of roles at Brisbane City Council.  He commenced in local government as a Local Laws Officer in Brisbane in 1996, and since then has gained experience across most local government regulatory functions at all levels. 

 

Luke holds a Certificate IV, Government (Statutory Investigation & Enforcement) and a Masters degree in Business Administration (MBA) from Swinburne University and a Graduate Diploma in Local Government Law from MonashUniversity.

 

Prior to moving into local government Luke was employed in a number of customer service roles.  He is committed to delivering the highest possible standards of quality and service to the community.

 

Sean Flynn

Sean Flynn joined Duncan Solutions in September 2005 after working within Law Enforcement for over 14 years.

During that time Sean has fulfilled the role(s) of Client Manager, Enforcement, General Client Manager and was recently appointed Sales Manager Asia Pacific.

As a result of acquisitions and a significant evolution within the Duncan’s Solution’s business, Sean and his team have undertaking the process of informing customers across Australia/New Zealand of the integrated solutions model and the many elements available to them via Duncan.

Steve Griffith is the Chief Executive officer of Griffith Consulting Group. Steve’s focus is on executive development, incorporating health and wellbeing, leadership, corporate change and cross-functional team building. With over twenty-three years of experience Steve has worked with some of Australia’s leading corporations including National Australia Bank, Bankers Trust, Coles Myer and McDonalds. Steve has also worked with leading sporting groups and individuals from the Olympic team, The Australian Football League, the NSW Waratahs, the Fiji 7s and the NFL. Steve has created and implemented a unique program entitled “The High Performance Leadership Coach Program.” The program’s success is based on self-managed, long-term development of the individual. His continued passion is to assist the growth of individual potential toward greater success, enhancing mental and physical wellbeing and to maximize results in business, sport and life.

 

Graham McKinnon

ANPSG Co-ordinator Training and Business Development
City of Melbourne Parking and Traffic Branch


Graham has worked in the Parking and Traffic Branch at the City of Melbourne for over 23 years and is currently seconded as Co-ordinator Training and Business Development where he has the responsibility for organising and conducting numerous training programs for all units within the Branch. His substantive position of Team Leader Enforcement Services is responsible for the enforcement operations and the management of approximately 106 officers.
Graham has conducted training at RMIT and Chisholm Institutes in Victoria, and currently conducts training for authorised officers with the City of Melbourne and other Councils throughout Victoria. He has recently completed training with Connex, the company employing the Authorised Officers that patrol Melbourne's suburban rail network. He has managed the Branch on 2 occasions, has been a Team Leader for 16 years and spent a further 8 years on the road as a Parking Enforcement Officer.

During this time he has also held the position of ASU shop steward, was coach of the Branch's Aussie Rules football team ( now defunct as they are all too old) and has been the treasurer of the Branch's Social Club for 20 years.
Prior to joining Council had his own sandwich bar, taught ballroom dancing full time for 2 ½ years and spent 12 years in Hotel and Catering Management.

He is the Victorian representative on the Australian National Parking Steering Group Committee. He was also a member of the organising committee for the inaugural Victorian Parking Steering Group.

Steve Nagle

Steve Nagle is considered to be somewhat of an “instrument of change” within the Parking and Traffic Branch at the City of Melbourne.  Initially brought in to restructure an area that was facing significant issues, both internally and externally, Steve brought to the table his ‘can do’ attitude and involved the entire staff in the transformation process.  A real hands-on manager with a practical approach to problem solving, Steve developed a series of strategies ultimately designed to transform a struggling, de-motivated workforce into a cohesive, dynamic team all engaged with the organisational goals.

Drawing on the diverse strengths of his team, Steve has delivered tangible cultural change and a commitment to an ethos of continuous improvement.

Greg Sullivan

Manager of the Compliance and Regulatory Services Branch
Brisbane City Council

Greg Sullivan is the Manager of the Compliance and Regulatory Services Branch within the Brisbane City Council. The Compliance and Regulatory Services Branch provides regulatory services in the fields of public health, pollution, environmental management, development compliance, built environment regulation, animal management and regulated parking.  Greg has led a substantial reform of Council’s regulatory programs which has delivered increased capability and productivity.

Greg is the current Chair of the Australian Environmental Law Enforcement Regulators Network (AELERT) National Committee and has been involved with AELERT from its inception in 2004.  Prior to commencing with Brisbane City Council, Greg was the Manager of the Compliance Coordination Unit of the Department of Natural Resources and Mines (NRM). The NRM Compliance Unit was responsible for coordinating NRM's regulatory compliance response across the areas of land, water, vegetation, pest management and cultural heritage.

Greg has worked as a Principal Investigator with the Environmental Protection Agency (EPA) and served as a police officer with Queensland Police Service for over six years, including a period as a police prosecutor. Greg holds a Bachelor of Laws and Master of Laws from the Queensland University of Technology and has completed the Bar Practice Course. Greg has recently completed a Masters of Public Administration through Griffith University.

Adrian Tosone

Adrian is a Product Manager for Tenix Solutions with responsibility for the NOVA suite of products, including the industry leading NOVA Park.
 
Adrian has been in the IT&T industry since 1996, starting at AAPT, then moving to Telstra in 1999. During his time at Telstra, Adrian held roles in business development and sales management in networking solutions, data and IP products. Adrian then moved into product management and marketing management of data and IP products and services.

While at Telstra, Adrian completed a Master of Business in Marketing, and a Graduate Diploma in Applied Finance from the Securities Institute of Australia. Adrian also has Bachelor in Applied Physics.
